Abstract

This study responds to the challenge of reducing the gender gap in Computational Thinking and Programming (PCP) in Latin America, taking Chile as an emblematic case. The objective was to build and develop the Strategic Intervention Model (MEI-PCP), a framework for political and pedagogical action that integrates Intersectionality and Universal Learning Design (UDL) to transform educational policies. Through a systematic PRISMA-ScR review, structural barriers, deficits in teacher training, and pedagogical biases that limit female participation are identified. In Chile, only 18% of women access the ICT sector and the wage gap in STEAM is 21%. The MEI-PCP is structured in four pillars: Structural Transformation, Teacher Empowerment, Curricular Innovation and References, which respond directly to the systemic failures identified. The design incorporates intersectionality to ensure social justice and equity in resources. It is concluded that the MEI-PCP is a comprehensive solution capable of guiding educational policies
towards greater technological equity in the region, with a direct impact on the interruption of inequalities and gender gaps and educational justice.
